One of the big problems of education's being a political football is that it gets kicked about, with every incumbent government of whatever colour trying to persuade the electorate that their particular dogma on educational policy and practice is the only possible model.
So, when a government funds a report on education it is wise to assume that they are not going to commission one from a body who will destroy all their sacred cows: the results must reinforce the dogma of the time.See the full content of this document
