Royal Mail managers were criticised yesterday for failing to control staff after an employment tribunal heard how severed pigs heads were brought into a sorting office during a bullying campaign against a manager.

Postman David Cain, aged 33, lost his unfair dismissal claim after the tribunal judged his behaviour towards his line manager, Peter Neesham had been designed to intimidate and humiliate.
