All estate agents should be regulated by the Government, it was claimed in the wake of research that showed many break the law by not passing all offers for a house on to sellers.

Present legislation is unenforceable and leaves consumers at the mercy of untrustworthy agents who between them earn pounds 4 billion a year, the Consumers' Association said yesterday .
