Dear Editor, I refer to the letter on road charging from Chris Kelly (Strong leadership is called for, Post Letters, July 10). I would like to build on the compliments Birmingham has received from tackling congestion in the city.

After becoming cabinet member for transportation and street services in June 2004, I recognised a growing proportion of our roads were under considerable pressure for long periods in the working day and I decided to instigate the Birmingham Congestion Task Force.
