Council Accused of Being 'Two-Faced' Over Boy's Bagpipes Ban

A schoolboy yesterday hit out at a council after he was threatened with being banned from practising the bagpipes outside his home.

Officials have told Andrew Caulfield, aged 13, to pipe down because the noise is upsetting his neighbours in Paisley, Renfrewshire. But Renfrewshire Council insisted it simply wanted to resolve the neighbourhood dispute amicably.
