The Government's majority was slashed nearly in half last night as a cross-party bid to block the move to hold secret inquests without juries failed.
In the face of strong opposition, Justice Secretary Jack Straw moved last week to "significantly tighten" rules allowing ministers to sign a certificate allowing a non-jury inquest. He said the final decision would be taken by a high court judge, and not the secretary of state.See the full content of this document
