A Dutch architect chosen to design the new pounds 193 million Library of Birmingham has promised to build a "warm and welcoming people's palace".

Francine Houben, founding partner of multiaward winning firm Mecanoo, said she hoped the building in Centenary Square would be loved by Birmingham citizens and become the city's social heart.
