Plans for a major shake-up of the education system - including a quota system for top A-Level grades - are unveiled by Tories today.

Conservative leader Michael Howard was outlining a raft of proposals as the long-awaited Tomlinson report into the future of 14- 19 education was published. The review is expected to recommend a new national diploma to replace A-Levels and GCSEs, less external testing for students, and more emphasis on vocational courses.
