There are just four weeks to the end of the financial year. It's not a time health bosses across the Midlands would have expected to still be discussing 'rescue loans' with struggling trusts.

Primary care trusts across the region saw their 2006/07 budgets top-sliced by about three per cent to fund a reserve, dubbed the NHS Bank, held by the strategic health authority NHS West Midlands.
