Home Secretary Charles Clarke's controversial police force mergers will hinder the fight against crime, it was claimed last night.

A report by right-of-centre think-tank Policy Exchange said Mr Clarke's argument for reducing the 43 forces in England and Wales to as few as 17 was "misguided".
