Liberal Democrat leader Charles Kennedy yesterday confirmed his party's plans to abolish council tax and introduce a new 50 per cent top rate of income tax for high-earners.
Launching his party's Alternative Budget ahead of the expected General ElectionMr Kennedy also unveiled plans to raise the threshold for stamp duty on housing purchases from pounds 60,000 to pounds 150,000 to take around 400,000 first-time buyers out of the levy altogether.See the full content of this document
