Opinion among Birmingham City Council's political leadership is hardening in favour of a new library as the centrepiece of a pounds 1 billion redevelopment of Paradise Circus.
Talks with developers Argent are at an advanced stage and initial designs depict Brindleyplace-style architecture for what would be one of the largest regeneration projects in Britain.
