First it was the voters who voiced their concerns regarding the security of postal votes. Then it was the politicians and councillors who fell foul of alleged abuse. And now it is the Electoral Commission which has condemned the system as open to corruption.
A positive report into postal ballots by the commission was the Government's last line of defence, but its damning recommendations have left Whitehall embarrassed and with nowhere left to turn.
