Whitby and Dutton - Page One There was little to cheer about when Clive Dutton announced he was quitting as Birmingham City Council's head of regeneration. He was widely seen as a real asset to the city and played a major role in driving forward projects such as the pounds 600 million New Street redevelopment, the pounds 193 m new library and the Big City Plan.
