West Midlands Police deliberately misled city councillors over the siting of 216 surveillance cameras in Muslim areas of Birmingham because they wanted to disguise the fact that the network was primarily an anti-terrorism measure, an independent inquiry has concluded.

Senior police officers up to assistant chief constable level colluded to underplay the real nature of covert cameras in Washwood Heath and Sparkbrook, wrongly claiming that the prime purpose of the pounds 3.5 million Project Champion scheme was to fight crime and antisocial behaviour.
