Home Information Packs became mandatory for all homes in England and Wales yesterday despite continued concern over their impact on the housing market.

The National Association of Estate Agents (NAEA) said speculative sellers were being put off from listing their property, while the general public displayed little enthusiasm for the scheme. But the Government maintained that the packs bring real benefit to buyers - cutting delays in the home buying process and increasing transparency and competition.
