Plans to charge motorists came under fresh attack after the Government revealed proposals to separate Britain into road pricing zones and a Midland MP voiced opposition to his town being used as a "guinea pig".

The plan, set out by Transport Minister Stephen Ladyman, echoed proposals drawn up by West Midland councils.
