The RSPCA has called for a change in animal welfare legislation after new figures released today revealed that more than 650,000 animals were at risk of suffering last year.

Under current legislation an animal has to actually suffer before its owner can face prosecution whereas the animal charity would like to see a new law that allows them to prevent suffering.
