Ed Balls - page 14 Schools Secretary Ed Balls came in for widespread criticism when he launched the "national challenge" policy designed to ensure that every school achieved reasonable GCSE results.

There was opposition to his tough approach, which involved warning any school which failed to shape up that they would be forced to improve, or face drastic change.
