Summary
Birmingham City Council corporate director of finance Brendan Arnold can be forgiven for being a little sensitive to criticism given that introduction last year of the Voyager IT invoice payments system, for which he was responsible, descended into chaos and farce. A backlog of 30,000 unpaid bills, bailiffs at the door of the Council House, small traders on the verge of going out of business - it all amounted to a publicity nightmare for the council.
But Mr Arnold makes the classic mistake of shooting the messenger when he claims that matters were made worse by local press reporting of the Voyager fiasco, something which he appears to believe created an "unhelpful diversion" for the council and other stakeholders who were trying to sort out the mess.See the full content of this document
