Dear Editor, -Yet again we have pleas for the business community to get off the fence and for more regional thinking about transport (Post, April 20).This is not enough. We have had the same pleas in one way or another for the past 30 years. We have the plans. What we do not have as a region is the institutional capacity, belief and democratic legitimacy to carry them through.
Brian Summers is right in saying that unless we look at congestion in terms of a region wide plan it won't work. However plans alone won't work.See the full content of this document
