In theory, 2008 should be relatively quiet for planning matters. Much will depend on the introduction of new rules on planning gain, outlined in the Planning Bill published in November.
This lacks a timetable for implementation at present but will be a step forward in helping to push developments forward, even though reports of the death of the Section 106 agreement may be premature.See the full content of this document
